GWALIOR ACADENY OF MATHEMATICAL
SCIENCES, ( GAMS )
Gwalior has become a centre of activities related with research and development of Mathematical Sciences (MS) including Mathematical Modelling in Biology and Computer Applications. The School of Mathematics and Allied Sciences (SOMAAS) Jiwaji University, Gwalior is centre of these activities. SOMAAS Co-ordinates teaching and research in MS of about sixty affiliated colleges of the University and other academic and research institutions. There are regular programmes such as Seminars, Symposia, Workshops, Orientation Courses and Conferences organized in Gwalior in MS of various levels. Infact the place has gained its recognition as a well known centre in Mathematical Biology / Bio-Mathematics all over India and outside.
The Gwalior academy of Mathematical Sciences is meant to provide a forum for all such activities and to also work as a regional centre in Mathematical Sciences.
The present document describes the constitution and Bye – Laws of the Academy which will be used as general guidelines for its functioning and management.
CONSTITUTION
1. NAME:
The name of the Academy shall be “Gwalior Academy of Mathematical Sciences” and will be referred to as the ‘Academy’ in subsequent articles. The abbreviated form of the name of the Academy will be ‘ GAMS ’.
2. HEADQUARTERS:
The headquarters of the Academy shall be located at the School of Mathematics and Allied Sciences, Jiwaji University, Gwalior. The present address of the Academy is ‘ Gwalior Academy of Mathematical Sciences, Jiwaji University, Gwalior-474011 (India).
3. AIMS AND OBJECTIVES:
a) To promote application of Mathematics, Statistics and Computers in all branches of Sciences including Biology.
b) To organize conferences, symposia, seminars and orientation programmes in all aspects of Mathematical Sciences.
c) To publish books, monographs, bulletins, proceedings of the conferences and journals on Mathematical Sciences.
d) To collaborate with institutions, industries and professional bodies engaged in Mathematical Sciences.
e) To institute awards / prizes for outstanding achievements of students, research scholars or teachers in Mathematical Sciences.
f) To take necessary steps for the development of teaching and research in Mathematical Sciences.
4. MEMBERSHIP:
The membership of the Academy shall be open to any individual interested in any aspect of Mathematics and Computer Application / Science, Statistics, Physics and Engineering.
The Academy shall have the following categories of membership:
i) Patron ( Vice-Chancellor )
ii) Member
iii) Student Members
iv) Associate Members
v) Donor Members
vi) Invited Members.
4.1 PATRON ( Vice-Chancellor ):
The Vice-Chancellor, Jiwaji University, Gwalior will be the Patron of GAMS and will be a non voting member.
4.2 MEMBER:
Any individual with the following minimum qualification can become a member of the Academy provided he / she is associated with an institution / resides in the jurisdiction of Jiwaji University, Gwalior / Master’s degree of Post Graduate Diploma in any branch of Mathematics, Computer Science / Application, Statistics, Physics, and Engineering.
4.3 STUDENT MEMBER:
Any student pursuing the qualifications required for becoming a Member can become a Student Members.
4.4 ASSOCIATE MEMBER:
To qualify for being considered for the Associate Member an individual must have (i) a minimum qualification as laid down for Members. But staying / affiliated to institution outside Jiwaji University Jurisdiction.
(ii) Interested in Mathematical Sciences through His / Her research or otherwise.
4.5 DONOR MEMBER:
Any individual having qualification to become member can become a Donor Member for his / her life-time by donating atleast the minimum amount stated in the bye – laws.
4.6 INVITED MEMBER:
Any Distinguished Mathematician / Computer Scientist / Statistician / duly invited by the Executive Council (defined later).
5. SUBSCRIPTIONS AND PRIVILEGES:
The financial year of the Academy will be from January 1st to December 31st of each year. The annual subscription for a year will be payable in advance before January of that year. The rates of subscription for different categories of membership and the privileges of members are given in the Bye – Laws.
6. APPLICATION FOR MEMBERSHIP / ASSOCIATE MEMBERSHIP:
Application for “ Member / Associate Member / Student Member / Donor Member shall be submitted to the Academy Office on the prescribed proforma. Executive Council (EC) shall invite distinguished scientists to become invited members.
7. CESSATION OF MEMBERSHIP:
The membership may be discontinued if the subscription is not paid by 31st January of that year.
8. GENERAL BODY ( GB ):
The General Body shall consist of all the Patron Member, Donor Members, Associate Members and Invited Members. However the voting right will be available only with members and donor members.
9. MANAGEMENT OF THE ACADEMY:
The Academy shall be managed by and Executive Council ( EC ).
9.1 EXECUTIVE COUNCIL ( EC ):
The EC shall comprise of the following:
i) President 1
ii) Vice – President 1
iii) Secretary – Cum – Treasurer 1
iv) Joint Secretary 1
v) Editorial Secretary 1
vi) Assistant Editorial Secretary 1
vii) Members 5
viii) Outgoing President ( Ex-Officio Member) 1
9.2 EDITORIAL COMMITTEE:
i) Chairman ( Ex-Officio President GAMS )
ii) Editorial Secretary
iii) Assistant Editorial Secretary
iv) Two members nominated by the EC amongst the members / Donor members.
9.3 FUNCTIONS:
The functions of the various office bearers of the EC are given in the Bye – Laws.
9.4 TERMS OF OFFICE:
President 2 years
Vice – President 2 years
Outgoing President 2 years
All other members and Office bearers 3 years
Ordinarily no office bearer shall hold the same office for more than two consecutive terms.
9.5 The EC except for the Editorial Secretary and Assistant Editorial Secretary shall be formed by nomination by the E.C. with approval by GB as described in the Bye – Laws with the following provisions:
a) Elections for President, Vice President and two members of EC will be held every two years.
b) The nomination for Secretary – Cum – Treasurer and Joint Secretary will be held every three years.
c) Secretary shall be from amongst the members / Donor members of the General Body stationed at Gwalior.
d) The Editorial Secretary and Assistant Secretary will be nominated by the President with the approval of EC for a term of five years.
10. MEETINGS FOR THE ACADEMY:
10.1 The General Body shall meet at least once a year. One of these meetings will be called ‘Annual General Meeting’ (AGM).
10.2 A meeting of the General Body shall be called by the Secretary on a date/time/venue as approved by the EC.
10.3 A notice of 15 days is to be given for all General Body Meetings. However, the President is empowered to call a meeting at shorter notice.
10.4 One-third members shall form the quorum of a General Body Meeting of the Academy. Five Members of the Executive Council shall form the quorum for any of the EC meetings. However in a meeting, adjourned for sack of quorum, the members present shall form the quorum.
10.5 At the time of the ‘Annual General Meeting’ the Secretary will present the audited annual accounts of the Academy as approved by the EC. The Secretary will present the annual report and an account of the activities of the Academy.
10.6 The President shall call ‘Requisitioned Meeting’ if it has been requisitioned in writing by at least fifteen General Body Members of the Academy to discuss specific issues.
11. AMENDMENTS:
Any amendment of the Constitution can be initiated by the EC and / or in a General Body Meeting if supported by at least two third of the members and donors members present and more than half of the total members/donors members of GB. The approval of amendment to the Constitution will be obtained through ballots from all the members. However, any amendments to the Bye–Laws can be carried out by the approval of two third of the EC members.
12. FINANCE AND FUNDS:
12.1 The Academy shall raise funds for pursuing the stipulated objectives through:
a) Subscription from the members.
b) Grants from Government and other organizations.
c) Any other source approved by the EC.
12.2 The Academy shall keep its accounts in one (or more) of the nationalized banks at Gwalior into which subscriptions and other funds collected shall be credited and the account will be operated jointly by the Secretary and the President.
12.3 The accounts of the Academy will be audited annually by a competent auditor/chartered as identified by EC.
13. SUITS BY AND AGAINST ACADEMY:
The academy may sue or may be sued in the name of the President / Secretary or in the name of such persons who shall be nominated or appointed by the EC.
14. RECORDS:
All records such as Membership Register, Stock Register, Cash Book etc. shall be maintained at the office of the Academy at the Head Quarter.
15. DISSOLUTION:
A proposal for dissolution of the Academy will be approved by the at least three fourth of the General Body Members of the Academy. All necessary steps shall be taken for the disposal and settlement of the property of the Academy. Its claims and liabilities will be as decided be EC.
